Kasa Bainesay-Harbor (Sigd event Speaker) is the Deputy consul general at the Consulate General of Israel to Miami. Previously, she served as the Deputy Head of Mission at the Israeli Embassy in Wellington, New Zealand. Before being assigned to New Zealand, Bainesay-Harbor served as the Deputy Head of Mission at the Israeli Embassy in Yangon, Myanmar.

Bainesay-Harbor holds an M.A. from Tel-Aviv University in public policy and a B.A. from Hebrew University in international relations and education. Bainesay-Harbor had made Aliyah from Ethiopia with her family at the age of 10. She is fluent in Amharic, Hebrew, and English.
